Goat Format is the most popular retro format of all time, and it is certainly the format that has held up strongest against hindsight analysis. In fact, hindsight analysis has actually expanded the depth of the format, as Aggro, Burn, Combo, and Control decks all regularly compete for the top spots in modern Goat Format tournaments. Historically; however, the format was dominated by Goat Control (hence its name).

Note that only 1 of the 16 decks posted here contains Exarion Universe. That deck is Brian Long's from SJC Boston--an event where Cybernetic Revolution (Cyber Dragon, Cyber Twin Dragon, Cyber End Dragon, etc.) was also legal. It is not historically accurate to include Exarion Universe in the card pool without the Cybernetic Revolution cards. There were no major events where one could play Exarion Universe without Cyber Dragon.
